The article is misleading and incomplete, the band which was effective in early January applies to shooting crows under Federally issued depredation permits. It does not yet apply to shooting crows during established seasons nor on state issued depredation permits (that I am aware of). A haringre of things to come, most likely. Remember it's the government, they are here to help.
This was discussed in another thread and I think I put a link to the applicable Federal Register that outlined the law.

I personally spoke with the head of the Dept. of Federal Migratory Birds for the state of Maine.
Here in Maine crows are considered a migratory bird. However, even though you must plug your gun, use steel shot and electronic calls are banned, all 3 of these laws do not apply to crows in this state, only to ducks and geese.
I had called this guy because in our state's law book, it was listed that electronic called were illegal for crows, but this man assured me that it was a mistake in the book that was supposed to be fixed before it went to print.
That's two years now Maine has had that "mistake" in the rule book. It was there last year two and like you I got the same response.
Yep, you're right. And I told this guy that it's been in the book incorrectly for a couple of years. He said, "That's what we get from those idiots down in Augusta."

I live in Mass. But 25+ years ago I used to call crows up in Moosehead at the dumps 1 in Lilly Bay and the other I think was called Kellehers dump? We massacered them and back then I was using a Johnny Stewart tape machine,no 1 ever bothered us! They just laughed and thought I was "CRAZY"!

I haven't heard anything about this in PA. Since most of the steel shot I see is 4 shot or larger, there really isn't any non-lead shot available. Even if they made a 7 1/2 steel shot, I doubt it would have the hitting power of the lead shot.
they do make steel shot in size 7s. we have to shoot it in Il. for doves on state land. they also make 6s which i shoot for my second shot. I use the leftover shells from dove season for cripple shells for duck season. Its funny that we dont have to shoot steel shot on the same state land when we crowhunt. all the better for me

I use 2.75" low brass steel #7 shot during duck season. I also use the left overs during crow season. It knocks down crows as good as the lead shot.
Only thing i say about crows on my land and in the trees i shoot them what ever i had. Talking about the Cal law. Steel or no steel let the lead rib lol

So, I have been looking into Depredation permits for crows. It looks like I wont need a federal permit for crows as long as I have permission from the farmer. I will have to report my take annually to the permit office though. Is this correct?
It probably varies by state, but here in NC I called to get a dep permit when the crows were devastating my pecan trees, and after an hour of the run around i gave up.
as soon as we plant the food plots of corn and beans in Mich. we start killin crows out of season....no permit required for crop depravation on private property.
