Somewhere along a flyway between the roost and the feeding areas. Tough time finding some this winter. Otherwise, depending on where you are and what you mean by your question, find some friendly farmers who will let you hunt their land.
Food source is the primary thing we look for to find concentrations of crows. They like ag fields, orchards, land fields, farms, ranches, and rivers/beach areas. Find the crows then gain access to areas at or very near where they are.
Flyway shooting is great certain times of the year, not sure about the area you are in.

im 15 and i have been hunting them for about 4 years and never started really catching on to it till this year but they still wont come into my decoys i have about 15 and a motion decoy(buster2) they wont even look sometimes we probably shot only 7 this year i use mouth calls what can i do better
I use a mouth call too, but you have to know how to use it. Go to http://www.crowbusters.com/begtechn_dc.htm It's really good and is what I used to get better at callin' in those crows.
