Double check thouse regs buckshot, callers are only allowed for crows and snow geese (in the conservation season only). I think you may be confused with coyote hunting where they recently changed to allow the use of electronic motion decoy. Regular waterfowling do not allow electronics at all.

Eletronic Devices: It is unlawful to hunt with any electronic contrivance or device except: 1) Electronic callers may be used to hunt bobcats, coyotes, foxes, raccoons, crows, and snow geese in the conservation hunt season.
Coyotes: (Statewide): No Closed Season. Coyotes can be hunted on Sundays. (Outside of Any Big Game Season) - May be taken with a hunting license or a furtaker’s license and without wearing orange. (During Any Big Game Season) - May be taken while lawfully hunting big game or with a furtaker’s license. Natural or manmade nonliving bait and any electronic or mechanical device can be used to attract coyotes for hunting or trapping.
Let me know if you find anything different. I have a mojo crow still in the box...

it sucks we cant use the buster 2 decoy here in pa because of the rule on electronic decoys on game birds but i seen a picture of a guys with a bunch of crow i wanted to know do they work that good in a spread considering how small they are.

Hey, the rules changed last summer, and you are now allowed to use electronic decoys in Pa for crows.

It just changed at the June board meeting...........Here is the amendment
§ 141.18. Permitted devices.
The following devices may be used to hunt or take wildlife:
(1) Any manually operated firearm that uses an electronic impulse to detonate the primer or main powder charge of the ammunition unless those firearms are a specifically prohibited device.
(2) Electronic sound amplification devices that are incorporated into hearing protection devices and completely contained in or on the hunter’s ear.
(3) Electronic devices used for locating dogs while training or hunting, including devices such as e-collars, radio-telemetry dog tracking systems and beeper collars.
(4) Electronic illuminating devices that are affixed at the aft end of a bolt or arrow and used solely for the purpose of locating or tracking bolt or arrow flight after being launched from a crossbow or bow.
(5) Electronic crow decoys used solely for harvesting crows.

Each year the Commission is asked to review the potential use of certain devices for hunting or trapping purposes that are otherwise prohibited by statute or regulation. As part of the review process the Commission generally reviews to what degree use of a given device might negatively impact principles of resource conservation, equal opportunity or public safety. The Commission has recently been requested to review the use of electronic crow decoys for use in the hunting of crows. After thoughtful review, the Commission has determined that use of these devices for crow hunting purposes would be acceptable due to their negligible impacts to the abovementioned principles.
That's for the update. If this was held in June, it might have been too late to take to press for the 2012-2013 digest. Hopefully, the 2013-2014 will clarify in the new updates.

If your state is anything like Maine, it may never be changed in your regulations book.
In the Maine law book it says it is illegal to use lead shot on crows, illegal to use electronic calling devices on crows and you must plug your shotgun for crows because they are a migratory bird.
All 3 are incorrect. I have been calling the Maine IF&W about this for years, speaking with game wardens, etc.., they keep telling me that I am correct and that "next year's regs will be printed correctly......." But they never are.
Hmm, seems to be about like here with mad laws. We can hunt vermin and pest species "anytime" except birds of any species (including vermin/pest species) ON A SUNDAY !! We can shoot birds on Christmas Day, so long as that doesn't fall on a Sunday LOL, but foxes and rabbits we can shoot on Sundays as those are ground vermin/pests
