Would this decoy setup work?

I have an owl decoy and thought about tying a dead crow to the bottom to make it look like the owl killed a crow, seems like it would make them mad, has anybody tried this?

Sure it will work! I would use a distress call or dyeing crow recording with that setup. Just get hid real well but leave yourself room to shoot!

As dopey as it looks, this "sock puppet" crow also works. Looks like a dead crow in their talons. Later, I sewed the three (sox) together instead of simply clipping them. I have both my owl and hawk with a cup hook screwed in at their talons on which to hang the decoy.

Yes, it will 'work like a hose' when the in-bound crow(s) spot it.  We've used freshly killed crows and put them below the owl decoy and your thinking is good on placing the victims in the talon area of your owl decoy.  One embodiment of the technique that we found very effective is to use one of those Halloween props - a battery-powered bat that flaps its wings for such purpose.  The model I was able to obtain had wings that conveniently folded at the body joint.  Fold one wing against the body, letting the other wing flap away, use a small bunjie cord to hold the thus configured bat in the talon area of your owl decoy and focus on keeping your gun loaded!
