A couple questions..or a few...

Decoys- you can use a pole or a string and weight may I suggest some decoy line that does not rot or mildew. Find a couple 3-6 inch heavy bolts or nuts etc to use as weight. Practice at home so you don't have a bunch of 500 lb strength decoy line strung in a rats nest in the land owners favorite tree. Then you can ask about leaving it there if you get it in a good spot.
Blinds- get your self a chunk of camp burlap or something similar play around with what you can use to hold it up. I just build a blind big enough to hide a sitting hunter out of limbs that have blown down. But the fabric can have it's ++++
callers- if your on the cheap google homemade e caller and I found a site a while back that used a I pod and 75 dollars worth of parts from radio shack. Don't know how well it worked; when you do spring for a e caller I would suggest one of foxpros that holds more sounds than you think you'll need. If your gonna spend 350 for 35 sounds why not 500 for 200 sounds possible right

I'll try to tackle some of your questions. These are just my opinions and everyone has a different view on certain subjects.

#1: decoys in a tree: (A) tie two dead birds or decoys together with a 3-4 foot piece of fishing line and toss them up in a tree. (B) get an extension pole to hang the decoys. you'll need some sort of wire rigging on the decoy to hang from.

#2: blind: I generally just use materials from the location that I am hunting. You could make something from alum tubing that should meet your needs.

#3: e-caller: I would not buy a cheapo caller. For $100 you'll either have to make your own or keep saving until you can buy a decent model. If you are serious about crow hunting this is the one element of crow hunting that I would not cheap out on.

#4: land consent form: I have mixed feelings about this one. Generally I would not want to ask landowners to sign anything. Personally, I would not sign anything from a person that knocks on the door and I have not met before. If a land owner was hesitant to let me hunt due to liability issues, THEN I might bust out the consent form to help ease any issues they are having regarding liability.

I use 30 pound gecoy line i teid it to my decoys and then i throw the decoy up in the tree pull it tight to the limb and tie it off.

i use what ever blind is their wheir ever im hunting. Here latly we have been hunting in some pines and it has been crazy.

My experience with callers are buy what you want now instead of buying 2 or 3 at a cheaper price cause you will be disapointed. Im talking from experience.

Just ask permittion i think if you ask them to sign somthing that is going to get them thinking.

I use a johnny stewart ecaller, got it on sale 2 years ago for about $100 & I'm satisfied with it. I agree with JD on the camo burlap, it's under $15 & u can make a decent blind with it using a piece of rope & some clothes pins, or try a ghillie suit, this time of year most camo is on sale. As far as decoys in the tree, a buddy of mine made us some dekes out of wire coat hangers, with black plastic (garbage bags) hot glued to the hanger. Just shape the hanger like a crow & glue on the plastic. use the hook on the hanger to hang them, we use a painters pole. My buddy says they're real easy to make, but he's a lot handier than I am. Just my opinions, seems to work for me but theres a lot of people on this site that have taken crow hunting to a much higher level than I. Jerry

If you have a mp3 player, I-pod or phone that will play songs, it is cheap and easy to make a caller that will work. Order a JS CD Calling Crows Vol 1 and download it to your media player. Order a Cass Creek Big Horn speaker. Total for both is $60. There is enough volume to call crows at 500+ yards. All you do is plug in the speaker to the ear phone jack and turn on the player. Cass speaker comes with 75' of wire and is about as loud as one of the JS cassette callers. Look for a post by me called Blind, BlackBerry, Benelli, and Black Bandits!

I find this combo is the same volume as the Cass but has more speaker drag as the amp is undersized. You will have more assembly with this unit where the Cass is pre assembled.

Predator Masters has a sub foum dedicated to game callers with lots of homebrews.
